Abstract

The 21st century saw a breakthrough in economic approach between regions and amongst states across all regions by means of treaties, trade deals, trade partnerships and trade agreements. However, there has been few connections between this phenomenon, political leadership and the foreign policy decision-making process. This study applies the framework of two decision making models to examine political leadership determinants within two case study. Specifically, this Independent Study examines the negotiation and implementation of the CPTPP and the EVFTA from the Vietnamese government’s standpoint. This study ultimately suggests the rational choice theory to be the more viable explanation of the two decision making models, given the circumstances of the two trade agreement in question, and that there are tangible determinants greatly influencing a government’s rational choice to enter a trade agreement.
