Abstract
As Governor of New Jersey, Jim Florio quickly enacted multiple pieces of landmark legislation. When his tax increases became a rallying point for anti-tax advocates, the Toilet Paper Tax was born. Florio battled for three years to keep the state moving forward but was defeated in the 1993 New Jersey Gubernatorial election by Christie Whitman.
