Abstract
This thesis studies the economic and sociological impact of the Biggert Waters Act of 2012 as implemented by the National Flood Insurance Program. This act sought to increase flood insurance premium prices and redraw flood insurance maps to discourage people from moving onto the floodplain and encourage those already on it to build more resilient homes or move away entirely. This work hypothesizes that the enactment of such a policy leads to a decrease in housing prices and disproportionately forces low-income communities of color to make difficult decisions. Using mixed methods research, this research utilizes data from the Zillow Housing Value Index, the National Risk Index, and pre-existing case studies to explore this hypothesis.
