Abstract
Medicare has been one of the most important acts that have been passed in United States history. This program has been central to improving the quality of livelihood for our elderly since 1965. The purpose of this study is to show how difficult it was to create the document and make the proper adjustments over the years to provide quality, affordable health care. A major reason for the development of the program comes from the role of the President. The reform of Medicare would depend on the ability to control rising medical costs, ability to enact proper legislation, and interest in developing proper health care for the citizens.
