A Study of Cost-Benefit Analysis and the Public-Private Partnership: Toledo Portside Marketplace

Abstract

This study is a cost-benefit analysis of specialty retail development in a central business district. Public-private and social sectors are analyzed to determine the impact of a unique public-private partnership on each. By using an opportunity cost calculation, the study found that if this case(Portside- Toledo) is representative than cities are spending more on in entives for development of specialty retail markets than those projects return to the cities.
